Job Description

Job Title: General Manager

The National Insurance Scheme is Guyana’s primary income security Agency.  It administers the National Insurance and Social Security Act (Laws of Guyana, Cap. 36:01) which establishes a system of National Insurance and Social Security providing Pecuniary Payments by way of Old Age Benefit, Invalidity Benefit, Survivor’s Benefit, Sickness Benefit, Maternity Benefit and Funeral Benefit, and to substitute for compensation under the Workmen’s Compensation Ordinance, a system of insurance against injury or death caused by accident arising out of and in the course of employment or resulting from disease due to the nature of employment; to establish a National Insurance Fund; and to provide for matters connected with or incidental thereto.  The Scheme also makes regulations which provide for the rates or amounts of benefits and the conditions and the periods for which benefits may be granted.  Section (3) (1) of the Act establishes the National Insurance Board (the Board) which supervises the implementation of the Act.



Under the guidance of the Board of Directors, the General Manager is responsible for leading the development and implementation of the organisation’s long and short term plans in accordance with its strategy.  The General Manager’s leadership role also entails being ultimately responsible for the overall management and operations of the National Insurance Scheme (NIS), consistent with the National Insurance and Social Security Act and other statutory requirements and policies.  The General Manager also has the responsibility for the protection of the organisation’s financial assets and for monitoring the activities of the National Insurance Scheme at a macro-level in an effort to determine whether targets set actuarially and administratively are being met.  The General Manager protects the integrity of the National Insurance and Social Security programs through identification, investigation and resolution of potential program abuse situations.
